Kazakhstan In early December, the Uralsk City Court convicted police officers Yerlan Bisembayev and Dmitriy Topchiy for torturing teenager Maksim Chastukhin in August 2002. The criminal case was opened 1½ months after Bisembayev and Topchiy had broken Chastukhin's back during an interrogation; the two officers were arrested in January. Before the conviction, human rights activists alleged that the court was allowing a senior law enforcement official, the father of one of the defendants, to improperly influence the case. Kazakhstan In 2000 workers of the Uralsk "Mettalist" factory, led by the independent trade union of the factory, conducted mass meetings demanding the full payment of salaries. In August 2000, a second strike at the factory ended when the regional akim promised workers that they would receive the 3 years back pay they demanded. Kazakhstan Prisons remained overcrowded. Prisoners were housed in close proximity, barracks-style facilities. The head of the Criminal Corrections Committee in the Ministry of Justice said in July that government funds were allocated to build new correctional facilities with prison cells. Facilities rehabilitated with government funds included maximum-security penitentiaries in Zarechniy (Almaty Oblast) and Uralsk; a general-security penitentiary in Zhambyl Oblast; and a juvenile facility in Karaganda Oblast. A new women's and a new juvenile penitentiary in Eastern Kazakhstan Oblast also opened during the year. Reconstruction continued at a general-security penitentiary in Pavlodar Oblast and a juvenile facility in Aktau. Kazakhstan Unions and individual workers exercised their right to strike during the year, primarily to protest the nonpayment of wages and in an attempt to recover back wages owed to workers. The nonpayment of wages continued to be the priority issue for workers. Early in the year, workers of the Uralsk "Mettalist" factory, led by the independent trade union of the factory, conducted mass meetings demanding the full payment of salaries. The company subsequently prohibited one of the union's leaders, Vlaoimir Podzhidaev, a member of the local city council, from entering the factory's territory. In addition police detained the union's chairman, Ainur Kurmanov, on March 31. Kurmanov alleged that police drugged and beat him, and detained him without charges for 7 days.
