Kiribati (05/05)

The original inhabitants of Kiribati are Gilbertese, a Micronesian people. Approximately 90% of the population of Kiribati lives on the atolls of the Gilbert Islands. Although the Line Islands are about 2,000 miles east of the Gilbert Islands, most inhabitants of the Line Islands are also Gilbertese. Owing to an annual population growth rate of around 2.5% and severe overcrowding in the capital on South Tarawa, a program of migration has been implemented to move nearly 5,000 inhabitants to outlying atolls, mainly in the Line Islands. The Phoenix Islands have never had any permanent population. A British effort to settle Gilbertese there in the 1930s failed due to lack of water. A new program of settlement to the Phoenix Islands was begun in 1995. ... [Read More]

Micronesia (10/04)

The ancestors of the Micronesians settled the Caroline Islands over 4,000 years ago. A decentralized chieftain-based system eventually evolved into a more centralized economic and religious empire centered on Yap. European explorers--first the Portuguese in search of the Spice Islands (Indonesia) and then the Spanish--reached the Carolines in the 16th century, with the Spanish establishing sovereignty. The current FSM passed to German control in 1899, then to the Japanese in 1914, and finally to the U.S. under UN auspices in 1947 as part of the Trust Territory of the Pacific Islands. ... Rights of the People: Individual Freedom and the Bill of Rights

The battle for black equality was far from over, and during the 1950s and 1960s the great civil rights movement led by Martin Luther King, Jr., Thurgood Marshall, and others attacked racial discrimination in the courts and in the halls of Congress. The results, regarding voting, included the Twenty-fourth Amendment in 1964 that abolished the poll tax (which required people to pay a tax for the right to vote and therefore kept many poor people, especially blacks, from voting) and the landmark Voting Rights Act of 1965. For the first time in 100 years, the post-Civil War Reconstruction Amendments would now be enforced, and the law not only targeted practices that excluded blacks from voting, but gave the federal government the power to enforce the law at all levels. ... The Bush Administration’s Forward Strategy For Nonproliferation

During the recent Presidential debate, there was a great deal of discussion about the efforts of his Administration to tackle the problems of the proliferation of nuclear technology, and the grave threat posed by weapons of mass destruction (WMD) in the hands of terrorists. The two minutes for answering questions, of course, does not give anyone sufficient time to fully detail the enormous strides President Bush has made to reinvent the nonproliferation regime he inherited. Methodically, piece-by-piece, the Bush Administration is crafting policies to fill gaping holes, reinforcing earlier patchwork fixes, assembling allies, creating precedents, setting new limits, and changing perceived realities and stilted legal thinking. The President deserves much praise for taking these indispensable actions to reverse our slide into helpless gridlock and inaction in dealing with the threats posed by those who would flout international treat ... US Department Of State Post Report

How and when the Palauan Islands were first settled is uncertain.  Perhaps about 10,000 years ago, people moved into the Micronesian islands from what is now Indonesia and the Philippines.  The first permanent settlements, however, may not have been before 500 A.D.  The first extended contact with Western civilization occurred in 1783 when the British vessel ‘Antelope’ shipwrecked near Koror.  Outside important trade routes, Palau was generally left alone until Spain formalized claims to Palau in 1885.  In 1899 Germany purchased most of Spain's Micronesian island chains in the aftermath of the Spanish-American War.  Germany lost possession to Japan in 1914.  The League of Nations formally extended Japan's mandate in 1920.  During World War II, on September 15, 1944, U.S. forces landed on the Palauan islands of Peleliu and Angaur where they fought one of the memorable battles of the Pacific war.  In 1945 control of Pa ... Department of State Washington File: Transcript: Pentagon Briefing On National Missile Defense Program

It's an intercontinental range test. This will cover about 5,000 statute miles, from Vandenburg Air Force Base to the Marshall Islands in the South Pacific. We will launch a target vehicle out of Vandenburg that will include a re-entry vehicle, a balloon decoy, a decoy that we call a balloon, and its associated carrying vehicle. At the time that this is launched, our satellite in orbit, that has been there for some time and that we will use in the operational system, will detect the launch and send messages to our battle management capability in Colorado Springs, where the Command Section will analyze the data and authorize release of the weapons and the execution of our battle management software. That data will go over a satellite communication and into a battle management node in Kwajalein. As these target complexes are flying over Hawaii, we will have test assets tracking these things to make sure that they're on track for range safety purposes. We don't want that target vehicle go ...
