Civil-Military Affairs and U.S. Diplomacy: The Changing Roles of the Regional Commanders-In-Chief Question: Mr. Perry, can there be a genuine partnership between the State Department, the Defense Department when the resource is available to each under the 050 budget for the military and the 150 budget for the diplomatic efforts are so different?
