Michigan Lottery Through the Years
February 25, 2001 – Sales for Michigan Millions (6/51) begin, replacing Michigan Lotto. Michigan Lotto began in 1984, butdeclined in popularity over the past several years.  To play Michigan Millions, players select six numbers from a field of 51. During the drawing, the Lottery draws six numbers from a field of 51.  Anyone matching six numbers wins the jackpot. The Lottery then draws a seventh number – the Wild Ball – from the remaining 45. Players matching five numbers and the Wild Ball win an estimated $20,000 prize. There are four other ways to win, with and without the Wild Ball: Cash prizes are awarded for matching sixnumbers; five numbers; five numbers plus the Wild Ball; four numbers; four numbers plus the Wild Ball; and three numbers plus the Wild Ball. The top five prizes are pari-mutuel and therefore, may vary from drawing to drawing. The first drawing is held February 28. ... National Indian Gaming Commission - Legal Opinion: CashPot
In order for “CASHPOT” or any other similar instant scratch-off game to qualify as a class II game, it must have the physical and procedural characteristics of one of the enumerated class II games.  Clearly, “CASHPOT” is not bingo, lotto, punch boards, or a game similar to bingo.  At issue then is whether “CASHPOT” shares the characteristics of pull-tabs, tip jars, or instant bingo.  The IGRA did not define these games nor has the National Indian Gaming Commission through rulemaking.  A review of state gambling laws that do define these games reveals that they are essentially the same games. Iin the view of the Commission, the essential elements of pull-tabs, tip jars, and instant bingo are as follows.  They are played with paper or plastic tickets containing hidden winning or losing combinations of symbols that are revealed to the purchaser (player) when physically opened.  Tickets are purchased in sets by the gaming operation; each set contains a predetermined mix of winners and lose ...
