New Jersey data for 1997 was consistent with the national average, reporting 32 motorcycle crash fatalities, or, 4.3 percent of the total traffic fatalities for the state. In 1997, there were 92,000 motorcycles registered in New Jersey. With motorcycle sales in at an all-time high, the New Jersey Division of Highway Traffic Safety (DHTS) became increasingly concerned about maintaining safety on the states roadways.
