In 2002, NHTSA reported that 31 percent of all total fatal crashes were due to speeding. In 1999, the Federal Highway Administration (FHWA) approved a pilot project in Milwaukee, WI, on Interstate 94 (I-94) to recreate a method successfully used in Japan that reduces motorist rates of speed. Chevrons markings are used with parallelogram-shaped figures along lane edges, which causes an illusion that the motorist is speeding and that the road is narrowing. Evaluation of the project revealed that the markings caused drivers to reduce their speed by almost 15 miles per hour at the Milwaukee test ramp. In addition, crashes were reduced by almost 50 percent including no rollovers. FHWA is sponsoring a study that will further examine new devices and applications. The Oklahoma Education Lottery Act creates the Oklahoma Lottery Commission, a board appointed by the governor to operate the state lottery. The governing board will write rules regarding the conduct of lottery games. At least 45% of gross proceeds from ticket sales will be returned as prizes. The net proceeds of the lottery will be used for education purposes and will equal at least 35% of ticket proceeds, except in the first two years. The remaining funds will be used to pay Lottery Commission expenses, employee salaries, and payments to vendors and retailers. The Oklahoma Education Lottery Trust Fund is an amendment to the Oklahoma Constitution stipulating that monies from the fund may only be used for education and may not be used to replace other state funds used to support education. The Caribbean
The U.S. Government has maritime drug law enforcement agreements with all seven of the Eastern Caribbean states. A Protocol to amend and update the maritime agreements was submitted to each country in April 2003. The Protocol would permit hot pursuit of maritime drug traffickers into the territorial waters of an Eastern Caribbean state by U.S. Coast Guard (USCG) law enforcement detachments aboard third country ships (e.g., UK). The Protocol also would permit a law enforcement shiprider from any Regional Security System (RSS) member state (The seven Eastern Caribbean states comprise the RSS.) aboard a USCG or third country vessel to authorize drug law enforcement operations in the territorial waters of any RSS member state. Child Safety seat laws differ from state to state. Most child restraint laws cover babies and children up to four years of age or 40 pounds, and one-third of the state's laws also protect children over six years old. ...

The States in South Central Region are responding by increasing emphasis on establishing fitting stations so that people who need information about correct installation of child safety seats can find that assistance. There are currently more than 200 fitting stations in the five South Central Region States. USDA/FNS/Summer Food Service/About
The Ohio Governor’s office launched the Summer Program Awareness Week in June of 1998. This demonstrated a strong commitment to the Summer Food Service Program in Ohio. The week drew attention to the Summer Program statewide and to individual programs. Sponsors were introduced to the regional fox mascot and were encouraged to develop flyer templates and activities that supported the Outfox Hunger theme. The winning name for the mascot, "Munch," was also selected during the week. A sample activity packet was then given to each sponsor so it could conduct an awareness week in its own community. To promote awareness of the Summer Program, the communications team of the Department of Education distributed media releases to newspapers and radio stations announcing the week.
