US Department Of State Post Report

International pressure and a declining economic situation at home forced Vietnam to end its occupation of Cambodia in 1989. The signing of the 1991 Paris Peace Agreements was a watershed event, which ended almost 13 years of Cambodian civil war and established the country as a democracy via a UN-established  peacekeeping force, the United Nations Transitional Authority in Cambodia (UNTAC). In May 1993, Cambodia held its first free and open elections. A constitutionally based government took office in September 1993, with Prince Norodom Sihanouk again elevated to King and made head of state. Prince Norodom Ranariddh, leader of the royalist FUNCINPEC party (the French acronym for Cambodian National Front for an Independent, Neutral, Peaceful and Cooperative Cambodia) and Hun Sen, chief of the Cambodian PeopleТs Party (CPP) served as co-Prime Ministers. In July 1997, when fighting broke out between forces of the two coalition partners, Prince Ranariddh and other senior members of his ... [Read More]

The Government's human rights record remained poor, and the Government continued to commit abuses. During the year, nongovernmental organizations (NGOs) estimated there were at least four political killings and three alleged political killings, although motivations for killing often were difficult to ascertain. Military and police personnel were responsible for both political and nonpolitical killings; however, there was no credible evidence that these killings were officially sanctioned. There were credible reports that some members of the security forces beat and otherwise abused persons in custody, often to extract confessions. National and local government officials often lacked the political will and financial resources to act effectively against members of the security forces suspected of human rights abuses. There also were politically motivated killings committed by persons not in the security forces. Prison conditions remained harsh, and the Government continued t ... [Read More]

USIS Washington File: TEXT: ROTH TESTIMONY ON CAMBODIA SITUATION

This is not to suggest that this process has been a textbook case of how to prepare for free and fair elections. For example, while the opposition is on the ground and organizing vigorously, Hun Sen's delays in taking the requisite steps for the opposition to return provided him and his party with an enormous head start. The National Election Commission (NEC) and the constitutional councils are filled with Hun Sen supporters and thus the integrity of these institutions has been called into question. The registration process got off to a shaky start, with initial reports of widespread abuses. And while the UN has recently revised its estimate of opposition figures murdered in the wake of Hun Sen's seizure of power to upwards of 100, to date none of those responsible for these egregious crimes ... Department of State Washington File: Text: Sen. McConnell Recalls Terror Attack on Cambodian Opposition

Unlike hard line Prime Minister Hun Sen and certain diplomats in Phnom Penh, this Senator has not forgotten those murdered and injured by terrorists on March 30, 1997. This Senator vividly recalls the desecration by Cambodian authorities of the Buddhist stupa erected by the opposition party in the memory of those senselessly killed. And this Senator is left wondering why the RGC expended more time and effort destroying the stupa than investigating the crime itself. ...
